A. SUMMARY

TIMOR GAP, E.P. is the Timor-Leste’s National Oil Company which was established in 2011 under the Decree Law no. 31/2011. Its main objective is to act on behalf of the State, in conducting business within the petroleum and gas sector. Its activities vary from Onshore to Offshore and national to international.

 

B. VACANT POSITIONS

  1. Accounting Officer – One Position

Main Responsibilities: Managing day-to-day financial transactions, ensuring accurate recording, processing invoices, handling payments, and reconciling financial data. Supporting financial reporting, including preparation of monthly, quarterly, and annual reports, and assisting with audits as needed. Assisting with payroll, month-end, and year-end close processes, and maintaining TIMOR GAP’s fixed asset records. Collaborating with other departments to maintain compliance with internal policies and procedures.

Qualifications and Other Requirements: bachelor’s degree in finance, Accounting, or Business Management. Minimum of 2 years of experience in a similar role, with at least 1 year in general ledger accounting or payroll. Knowledge of international accounting standards (IFRS) and proficiency in SAP or similar accounting software. Strong analytical and communication skills, proficiency in English, and the ability to work effectively within a team., or a related field, preferably in the oil and gas industry.

 

  1. Taxation Officer – One Position

Main Responsibilities: Support the preparation and lodgement of all tax returns, including Withholding Tax, GST, Payroll Tax Returns, and PAYG. Stay updated on changes to tax regulations to ensure compliance and avoid penalties. Prepare and review tax calculations and statements; manage tax balances in the general ledger. Maintain relationships with relevant tax authorities and ensure accurate, timely tax submissions. Coordinate with internal teams to review withholding taxes on invoices and payroll.

Qualifications and Other Requirements: Tertiary qualification from a recognized university in the field of Finance, Taxation, Accounting, or a related discipline; a minimum of two years of work experience in a similar role, with at least one year of experience in general ledger accounting, payroll, or related positions, preferably in the oil and gas industry.

 

  1. Budget & Forecasting Officer – One Position

Main Responsibilities: Develop, manage, and execute the company’s budget to align with financial goals. Prepare and monitor financial statements, track expenses, and forecast future revenues and expenses. Conduct budget variance analysis and communicate discrepancies to budget owners. Coordinate the preparation and distribution of the annual budget for all units and subsidiaries. Assist in the development and implementation of financial management policies and procedures. Prepare and distribute monthly budget execution reports and financial reports for stakeholders, collaborate with budget owners to ensure timely and accurate budget submissions.

Qualifications and Other Requirements: Tertiary qualification from a recognized university in the fields of Finance, Taxation, Accounting, or a related discipline; a minimum of two years of work experience in a similar role, with at least one year of experience in general ledger accounting, payroll, or related positions, preferably within the oil and gas industry.

 

  1. Legal Officers – Two Position

Main Responsibilities: Managing legal documents, including agreements, MOUs, and PSCs. Ensuring timely updates of commercial registry certificates and subsidiary documents. Monitoring national regulations related to oil and gas operations and advising management. Assisting in drafting legal documents and providing legal support on business regulations. Supporting the review and clearance of agreements and attending regulatory meetings.

Qualifications and Other Requirements: bachelor’s degree in law. Minimum of 2 years of experience in legal roles within government, private institutions, or international organizations. Proficiency in MS Word, Excel, and PowerPoint, with fluent communication skills in Portuguese, English, and Tetum. Strong understanding of legal practices in the oil and gas industry and the ability to maintain confidentiality and uphold business ethics.

 

  1. Drafting & Pipeline Engineer – One Position

Main Responsibilities: The primary responsibility of this role is to create and refine pipeline designs and layouts based on project specifications and requirements. The role involves preparing pipeline drawings, schematics, and plans using relevant computer-aided design (CAD) software. Familiarity with a range of CAD software applications (e.g., CAD, DWG, SHP) applicable to both offshore and onshore pipeline projects is essential. Additionally, the position provides support to the pipeline team leader, manager, and director in daily operational activities related to pipeline project engineering and design.

Qualification and Other Requirements: Candidates must hold a bachelor’s degree in mechanical engineering, Process Engineering, or an equivalent field. A minimum of 4 years of work experience with oil and gas pipeline projects (offshore and onshore) or the general oil and gas industry is required. Candidates should possess a solid understanding of international codes and practices related to pipeline operations in the oil and gas sector.

 

  1. Admin and Finance Assistant – One Position

Main Responsibilities: support the unit’s administrative and financial operations, ensuring smooth coordination and compliance with organizational policies. Key duties include assisting with finance and accounting tasks such as budgeting, expense tracking, and financial reporting. The role also involves organizing travel and logistics for team members, maintaining filing systems, coordinating meetings and events, and ensuring accurate and efficient office administration. Additionally, the position requires maintaining effective communication with various departments and supporting audits by preparing required documents and reports.

Qualification and Other Requirements: Qualified degree in commerce, accounting, finance, or business administration. At least 3 years’ experience in administration, accounting, and finance in the field of international organization or private sector

 

  1. Senior Geologist – One Position

Main Responsibilities: conduct geophysics analysis and geological field mapping, including both detailed and regional reconnaissance. The role involves section logging, field sampling, and petrographic analysis, including the description of thin sections. Coordinate outsourced consultancy projects, such as micropaleontological and geochemical studies, as well as seismic interpretation. The position requires fieldwork in various locations as needed and close coordination with Joint Venture partners, stakeholders, Local Authorities, and the community. Assist the Geoscience Manager with geological work for the Exploration and Development unit and support the G&G technical team in site planning, design, and execution of geological mapping and geophysical exploration programs.

Qualification and Other Requirements: Hold a degree in Geology, Geophysics, or a related field, with a strong understanding of Timor geology. A proven record of field geological experience in Oil and Gas operations or related industries is required. Proficiency in MS Office is essential, and experience with geological software such as MapInfo, ArcView, or ArcMap is preferred. The candidate should be fluent in English, Tetum, Portuguese, and Bahasa Indonesia, both verbally and in writing.

 

  1. Senior Geophysics – One Position

Main Responsibilities: Responsible for acquisition, processing, and interpreting seismic data to asses’ subsurface structures and properties for exploration and development projects. This includes conduction seismic survey, analysing seismic, gravity, and magnetic data to identify potential oil and gas reservoir. Collaborate closely with geologist and engineers to integrate geophysical data into reservoir models, aiding in accurate drilling and production planning. Carry out geophysics work related to the Exploration and Development unit needs, assist G&G technical team for the site planning, design and execute geophysical exploration program.

Qualification and Other Requirements: bachelor’s degree in geophysics. A deep understanding of seismic data processing, interpretation, and imaging technique is essential. Proficiency in geophysical software. Experience with seismic acquisition, processing, and interpretation, as well as familiarity with reservoir modelling and geophysical data integration, is preferred. Solid understanding of geophysical principles and a commitment to safety and environmental standards are key.

 

  1. Drilling Engineer – One Position

Main Responsibilities: responsible for designing, planning, and executing drilling operation for exploration and development wells. This includes developing detailed drilling programs that meet safety, environmental, and regulatory standards, ensuring smooth and efficient operations. Optimize drilling performance by analysing real-time data, evaluating rig performance, and suggesting improvements to ensure cost effective and safe drilling. Monitor critical drilling activities such as wellbore stability, drilling fluid properties, and mud logging data to guarantee well integrity and operational success. Additionally, strive to minimize risk while maximizing safety and efficiency.

Qualification and Other requirements: bachelor’s degree in petroleum engineering. Strong understanding of drilling technologies, well design, and drilling fluid management is essential, alongside knowledge of various drilling techniques, including vertical directional, and horizontal drilling. Proficiency in petroleum engineering simulation software and data analysis tools is necessary to support operational decision. Experience in both offshore and onshore drilling environments is highly beneficial.

 

  1. Reservoir Engineer – One Position

Main Responsibilities: Responsible for evaluating and optimizing the performance of oil and gas reservoirs to maximize production and recovery. This involves conducting reservoir simulation studies, analysing production data, and developing forecast for reservoir performance. Work closely with geoscientists and drilling engineer is also responsible for monitoring well performance, conducting reservoir surveillance, and evaluating new technologies to enhance production efficiency. Analysing reservoir properties such as pressure, temperature, and fluid behaviour to ensure optimal extraction and production processes while minimizing environmental impacts.

Qualification and other Requirements: bachelor’s degree in petroleum engineering, reservoir engineering, or a related field is required. Basic knowledge of reservoir dynamics, fluid mechanics, and production optimizing techniques. Proficiency in reservoir simulation software and data analysis tools is essential. Experience with reservoir management, well testing, and enhanced oil recovery techniques is preferred.

 

  1. Data Management Assistant – One Position

Main Responsibilities: responsible for organizing, managing, and maintaining large sets of operational data, ensuring the integrity and accuracy of data across various system. Supporting the data management team in inputting, processing and archiving data related to the drilling, production, reservoir engineering, and geophysical activities. Assists with data quality control, data reporting, and troubleshooting system-related issues. Ensure all data is properly categorized and stored for easy retrieval and analysis.

Qualification and other Requirements: bachelor’s degree in petroleum engineering/Geologist, Data Management, Information Technology, or a related field. A strong understanding of data management principles, database system, and data processing tools is necessary. Have knowledge in data management software and tools, such as Excel, SQL, or specialized data management platforms, is required.

 

  1. Administration Assistant – One Position

Main Responsibilities: Manage the appointments and electronic calendar for the director, establish and maintaining the files record both in hardcopy and softcopy, set up the meetings as requested by Director, attend meetings; take notes and type up minutes for distributions; coordinate travel and accommodation arrangements, organize the events functions. Check all invoices and relevant documents with financial unit as required by director, assists in preparing and monitoring the budgets, conducting variance analysis, and financial forecasting to ensure efficient budget management.

Qualifications and other requirements: Formal secretarial training at a recognized business college/institution; At least three years of experience at a senior level as a Personal Assistant to a Manager; High degree of computer literacy, including: Keyboard skills of 45 wpm. Comprehensive knowledge of: MS Office software, MS Excel, MS Power Point Presentation, MS Office 365; Good working knowledge of: Internet; Excellent people and time management skills, with an emphasis on prioritizing and managing multiple, changing tasks and deadlines.

 

  1. Business & Technical Support Coordinator – One Position.

Main Responsibilities: Responsible for providing business advice, administrative assistance, and technical support to GRS subsidiaries. The role involves planning, managing resources, and executing projects under the supervision of the Managing Director and TIMOR GAP leadership. Key responsibilities include optimizing administrative processes, managing office operations, budgets, and vendor relationships, and coordinating travel arrangements with TIMOR GAP’s travel desk. Additionally, the coordinator develops training and mentoring programs to enhance staff skills and knowledge transfer, leads and mentors the administrative team to improve productivity, prepares reports, analyzes data, and oversees special projects to achieve organizational goals. The position also contributes to the development of the Greater Sunrise project while supporting the objectives of GRS subsidiaries. Administrative duties encompass managing office staff, maintaining cleanliness and equipment, and implementing policies to ensure efficient and consistent operations.

Qualifications and Other Requirements: Possess Master degree (preferable Msc Degree) in International Relation or other closely related MBA disciplines; maximum of professional experiences of work in Oil and gas industrial of 10 years a head; at least eight years of extensive work experiences; administratively competent, including liaising with other companies, government and./or inter-Agencies.

 

  1. GIP Finance – One Position

Main Responsibilities: Support day-to-day financial tasks, including managing and recording invoices, transaction entries, and scanning and filing payment documents. Provide customer service to individuals or businesses regarding accounts or billing inquiries. Assist the A/P team in maintaining accurate financial records, tracking spending, and reconciling accounts. Assist the finance officer in entering financial transactions into accounting software. Assist in preparing and processing invoices, payments, petty cash, and expense claims. Support internal and external financial audits and assist in maintaining financial filing systems.

Qualifications and Other Requirements: bachelor’s degree in accounting or finance; Fresh graduates are encouraged to apply.
