Downstream Services

TIMOR GAP provides and supports a variety of services required in the Timor Sea through the development of partnerships and joint ventures. Our key downstream service highlights include the following:

    • Fuel supply contract between ANATL E.P. and Suai Fuel Station extended for a year
    • Fuel supply contract with the EDTL Betano Power Plant for 3 years (2021-2023) with a $59 million value
    • New fuel station development
    • Contract with Rltelsil Eng Consultant Unipessoal Lda Association and ATT Consultant Co. Ltd to evaluate existing fuel stations in Dili
    • Sign fuel supply contract with BNCTL Branch Suai in 2022
    • Sign fuel supply contract with World Vision Suai in 2022

Fuel Supply & Retail Sales

An important component of TIMOR GAP’s downstream business is to supply fuel to national and international facilities. Currently, we are a fuel supplier for the Betano Power Plant with an agreement to send a minimum of one lot of fuel for a 3-year period with a contract value of $59 million. We take pride in delivering our fuel in the safest conditions that comply with all QHSE requirements and in accordance with the values and technical specifications required.

TIMOR GAP built Jet A-1 depot facility within Suai Airport to supply aviation fuel to aircraft for operators servicing the offshore industry. The depot consists of two fuel tanks with a capacity of 60kl each, manufactured by Austank. In the foreseeable future, TIMOR GAP will be looking for an opportunity to expand this business at the other airports including Oecusse Airport and Dili in parallel with the planned Airport renovations.

TIMOR GAP aims to establish a strong presence in the domestic fuel market by setting up a TIMOR GAP single-brand retail network, spread across the country, providing the best services and products to meet and fulfill the national petroleum products demand.

Our first fuel station went into operation in 2016 in Suai and is continuing to operate and supply reliable products to build brand loyalty among customers and secure new fuel supply contracts. TIMOR GAP plans to build upon this success to expand and set up more stations in Timor-Leste with an international standard of services. The goal is to implement at least five fuel stations within three years and continue with the implementation of at least one fuel station in each municipality over the next five year period (target of achieving 30% market share).

Additionally, TIMOR GAP is working to acquire some of the existing fuel stations in Dili and Baucau.
