Civil Engineer– Graduate Internship Program Vacancy

Company Background:

TIMOR GAP, E.P. is the Timor-Leste’s National Oil Company which was established in 2011 under the Decree Law no. 31/2011. Its main objective is to act on behalf of the State, in conducting business within the petroleum and gas sector. Its activities vary from Onshore to Offshore and national to international.

One of the current portfolios of TIMOR GAP, E.P. is to assist the Government of Timor-Leste in achieving the implementation of the Tasi Mane Projects, namely Suai Supply Base, Betano Refinery, Beaco LNG Plant and Highway linking the three centers. In light of this TIMOR GAP, E.P. is seeking for the new recruits in order to assist TIMOR GAP, E.P. in successfully executing these tasks.

Role Responsibilities:

The role is required to support DBU projects including Metinaro Survey Campaign, PIT FEED and New Fuel Station construction.

Key responsibilities may include:

  • Providing technical support to TIMOR GAP senior civil engineering staff members for ongoing project such as PIT FEED, LNG Regasification as well as new fuel station construction.
  • Assist in performing/reviewing design works for Petroleum Import Terminal and LNG Regasification studies or others study if required.
  • Assist project team performing survey work for Matinaro survey campaign.
  • Assist Fuel station project team leader and Petroleum Import terminal and Project Manager assessing both challenges and potential risks of the planned projects.
  • Assist New fuel station project team Gathering data on existing conditions, including soil conditions, land elevations, or others relevant informations.
  • Assist new fuel station project team by performing weekly construction supervision as instructed by Senior Civil Engineer.
  • Assist Senior Civil engineer Preparing drawings, sketches, charts, and schematics to document proposals for new construction project.
  • Ensures that all assigned tasks are undertaken professionally and the outcomes- e.g. data, reports, etc. – are saved and maintained at the Department Folder in a proper and systematic order.
  • Assist project team to review project schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
  • Assist project team to prepare and review Bill of quantity (BoQ) based on National and International standard/Guideline.
  • Assist project team to maintains project schedule by monitoring project progress; coordinating activities; resolving problems. 
  • Assist project team to controls project plan by reviewing design, specifications and plans and schedule changes; recommending actions. 
  • Maintains safe and clean working environment by enforcing procedures, rules and regulations. 
  • Assist project team leader/Manager Liaises with other team / departments to ensure correct progress with projects. 
  • Assist project team to produce good technical reports and presentable to Project Manager/ Managing Director/TIMOR GAP Management if required. 
  • Performs any other tasks and duties as requested by the Director or Management Team. 
  • Assist project team to prepare regular and project periodic reports and as required.
  • Assist project team to prepare Weekly reports and other periodic report on the activities of the Fuel Station project as required.
  • Carry out any other duties as directed by the Tank farm and Fuel station project Manager/ LNG Regasification Project manager or Downstream Managing Director.

Technical Knowledge, Skills, and Qualifications:

  • Bachelor Degree in Civil Engineering, or related Study
  • Minimum understanding of Timor-Leste Petroleum, Downstream Law, Investment Law, Environmental Law, Regulatory reporting, and compliance.
  • Understanding in international codes and practices related to Civil Engineering and Oil and Gas Industry in general.
  • Some degree of computer literacy including familiarity with various computer program software applications for civil work such as AutoCAD, and 3D design software or related software.
  • Good understanding of sensitivities in a multi-cultural working environment.
  • Ability to prioritize, coordinate, and manage multiple tasks in an efficient manner.
  • Effective oral and written communication skills in English and Tetun.
  • A high degree of self-motivation, eagerness to learn and attentive to details.
  • Ability to perform multiple workloads with minimal direction and supervision.
